CITY COUNCILORS ARE EXPECTED TO FINALLY GET THE WHEELS MOVING ON THE PROGRAM THAT WILL OFFER SOME SORT OF RELIEF TO PEOPLE WHO ARE OFTEN FACED WITH DIFFICULT DECISIONS AT THE CHECKOUT LINE.
